(1) The licensing authority may grant an amateur radio control operator's or amateur radio operator's license to a person who meets the following qualifications:-
(a) Nepali citizens who have reached the age of 16 years,
(B) Able to speak and write well in both Nepali and English languages (c) Passed the written and oral examination taken according to the curriculum approved by the Government of Nepal, Ministry of Communication.
(2) The Government of Nepal, the Ministry of Communications may grant the license of amateur radio control operator or amateur radio operator for a short period of time to foreign citizens as well.
(3) When granting a license in accordance with sub-rule (1) or (2), the level, category and use and operating standard of radio frequencies shall be as prescribed by the Government of Nepal, Ministry of Communications.
